1.The EU and China (hereinafter referred to as ‘theTwo Sides’) recognise their critical roles incombating global climate change, one of thegreatest threats facing humanity.The seriousnessof the challenge calls upon the two sides to workconstructively together for the common good, in thecontext of sustainable economic and socialdevelopment.

一、中国和欧盟（以下称“双方”）认识到他们在应对全球气候变化这一人类面临的重大挑战方面具有重要作用。该挑战的严重性需要双方为了共同利益、在可持续的经济社会发展框架下建设性地一起努力。

2.The Two Sides underline that the EU and China are effectively embarking on sustainable,resource efficient, green, low-carbon and climate resilient development for the well-being ofpeople in the long term, recognising the co-benefits of ambitious climate actions, domestically,regionally and globally, in terms of energy security, productivity, employment, health,innovation and sustainable development.
二、双方将为了人类长远福祉，有效地推动可持续的资源集约、绿色低碳、气候适应型发展，同时双方认识到，有力度的应对气候变化行动将在本国、本区域和全球层面带来保障能源安全、促进增长、增加就业、保障健康、推动创新、实现可持续发展等一系列协同效应。

3.The Two Sides recall the EU-China Joint Declaration on Climate Change in 2005, the EU-ChinaJoint Statement on Coordination and Cooperation on Climate Change in 2010 and the EU-China2020 Strategic Agenda for Cooperation in 2013 and its chapter on sustainable developmentincluding climate change and environmental protection, and commit to significantly step upthe EU-China Partnership on Climate Change building on a decade of successful cooperation.
三、双方忆及2005年《中欧气候变化联合宣言》、2010年《中欧气候变化对话与合作联合声明》、2013年《中欧合作2020战略规划》及其中关于可持续发展、气候变化和环境保护的章节，并致力于在过去十年成功合作的基础上，进一步推动中欧气候变化伙伴关系取得显著进展。

4.The Two Sides recall the objective of the United Nations Framework Convention on ClimateChange (hereinafter referred to as ‘the Convention’) as set out in its Article 2, and the need tourgently enhance global climate action to ensure the full, effective and sustainedimplementation of the Convention now, up to and beyond 2020, in light of the latest and bestavailable scientific information, bearing in mind holding the increase in global averagetemperature below 2 degrees Celsius above pre-industrial levels.
四、双方忆及《联合国气候变化框架公约》（以下简称公约）第2条所载目标，并强调考虑到科学的要求，牢记将全球平均温度升高控制在不超过工业革命前水平2℃以内，有必要立即加强全球应对气候变化行动，以确保公约从现在到2020年、直至2020年以后的全面、有效和持续实施。

5.The Two Sides commit to work together to reach an ambitious and legally bindingagreement at the Paris Climate Conference in 2015 that enhances the implementation of theConvention, on the basis of equity and reflecting the principle of common but differentiatedresponsibilities and respective capabilities, in light of different national circumstances.The TwoSides reiterate that the agreement shall be under the Convention and applicable to all, andshall address in a balanced manner, inter alia, mitigation, adaptation, finance, technologydevelopment and transfer, capacity building and transparency of action and support.
五、双方致力于携手努力推动2015年巴黎气候大会达成一项富有雄心、具有法律约束力的协议，加强公约的实施。协议应以公平为基础，体现共同但有区别的责任和各自能力原则，考虑到各国不同国情。双方重申，协议应在公约下并适用于所有缔约方，特别是平衡处理减缓、适应、资金、技术开发和转让、能力建设、行动和支持的透明度。

6.The Two Sides note their respective announcements of enhanced climate actions by 2030, asthe intended nationally determined contributions by China on one side and by the EU and itsMember States on the other side towards achieving the objective of the Convention as set outin its Article 2.Together with such announcements made by others, they are crucial steps ofthe long range effort to achieve the necessary green and low-carbon developmentworldwide.The Two Sides intend to continue to work under the Convention together to increaseambition over time.
六、双方注意到其各自宣布的到2030年的应对气候变化强化行动，作为中国为一方、欧盟及其成员国为另一方实现公约第2条所规定目标而计划做出的国家自主决定贡献。双方的自主贡献与其他各方宣布的自主贡献一起，构成实现全世界所必须的绿色低碳发展长期努力的重要步骤。双方计划继续在公约下共同努力于未来提高力度。

7.The Two Sides urge developed countries to provide and mobilise enhanced financial supportto developing countries for ambitious mitigation and adaptation actions, especially tocountries that are particularly vulnerable to the adverse effects of climate change andrecognise complementary support by other countries.
七、双方敦促发达国家为发展中国家特别是易受气候变化不利影响的发展中国家开展有力度的减缓和适应行动提供和动员强化资金支持，并认可其他国家的补充的支持。

8.The Two Sides emphasise the importance of accelerating the implementation of climateaction between now and 2020.The Two Sides reiterate the commitment by developedcountries to a goal of mobilising jointly USD 100 billion per year by 2020 to address the needsof developing countries, in the context of meaningful mitigation actions and transparency onimplementation.
八、双方强调从现在到2020年加速落实应对气候变化行动的重要性。双方重申发达国家所承诺的目标，即在有意义的减缓行动和实施透明度背景下，到2020年每年联合动员1000亿美元以满足发展中国家的需要。

9.The Two Sides agree to:
九、双方同意：
Cooperate on developing a cost-effective low-carbon economy while maintaining robusteconomic growth;
（一）开展合作，在保持强劲经济增长的同时发展低成本高效益的低碳经济；
Elevate the cooperation on climate change in the EU and China bilateral relations;
（二）提升气候变化合作在中欧双边关系中的地位；
Further enhance their policy dialogue and practical cooperation on the transformation to aresource efficient, green, low-carbon and climate resilient economy and society;
（三）进一步加强双方向资源集约、绿色低碳、气候适应型经济和社会转型的政策对话与务实合作；
In this context to further strengthen the respective analytical capacities in exploringefficient and effective pathways and policy instruments;
（四）在上述背景下进一步加强各自分析能力，以探索高效管用的路径和政策工具；
Further enhance existing bilateral cooperation on carbon markets, building upon andexpanding on the on-going EU-China emission trading capacity building project and worktogether in the years ahead on the issues related to carbon emissions trading;
（五）以现有中欧碳排放交易能力建设合作项目为基础并加以拓展，进一步加强碳市场方面的已有双边合作，并在今后几年共同研究碳排放交易相关问题；
Launch an EU-China Low-Carbon Cities Partnership to promote mutual exchange on policies,planning and good practices for low-carbon and climate resilient cities;
（六）建立中欧低碳城市伙伴关系，促进关于低碳和气候适应型城市政策、规划和最佳实践的相互交流；
Promote their dialogue and cooperation on domestic mitigation policies and measures interms of energy conservation and energy efficiency in key sectors including energy supply,industry, buildings and transportation including aviation and maritime activities;
（七）推动关于国内减缓气候变化政策措施的对话与合作，涉及能源供应、工业、建筑、交通及航空和海运活动等重点行业的节能和提高能效；
Enhance their collaboration on climate-related scientific research and cooperation ontechnology innovation, including the development and deployment of low-carbon technologies,and adaptation solutions;
（八）加强气候相关科学研究合作和技术创新合作，包括清洁和可再生能源、低碳技术及适应方案的开发和应用；
Recognise the successful cooperation on Carbon Capture, Utilisation and Storage in theframework of the Near Zero Carbon Initiative (NZEC) and to study ways to continue thiscooperation;
（九）认可在“中欧近零排放”倡议下碳捕集利用和封存方面的成功合作，将研究继续推进相关合作的方式；
Continue to cooperate on afforestation with a view to enhancing the removal of carbon dioxidefrom the atmosphere;
（十）继续开展造林方面的合作，以增强对大气中二氧化碳的吸收；
Reinforce EU-China climate dialogue on the UNFCCC and other relevant fora such as the G20,MEF, Montreal Protocol, ICAO and IMO;
（十一）强化中欧在公约及二十国集团、经济大国能源与气候论坛、蒙特利尔议定书、国际民航组织、国际海事组织等其他相关机制方面的气候对话；
Intensify their dialogue and cooperation on domestic policies and measures onhydrofluorocarbons (HFCs) and work together with other countries to agree on a multilateralsolution to phase down the production and consumption of HFCs;
（十二）加强双方关于氢氟碳化物国内政策和措施的对话与合作，同时与其他国家共同努力达成关于逐步削减氢氟碳化物生产和消费的多边解决方案；
Explore opportunities to work together on low carbon and climate resilient investments andcapacity building bilaterally and internationally.
（十三）探索在双边及国际层面开展低碳和气候适应型投资及能力建设合作的机会。
